What you will do:

Reporting to the Chief Financial Officer (CFO), the Procurement Manager plays a key role in leading all project contracting and procurement functions including the tools shop inventory management. They will work collaboratively to minimize risk to the organization related to contract management, procurement practices and shop inventory. Through continuous improvement initiatives, the role aims to enhance procurement processes, minimize contract risk, optimize costs, and strengthen supplier relationships to support the overall business objectives. The Procurement Manager will contribute as an integral member of the Expanded Leadership Team in the overall management and decision-making processes for value enhancements, strategic action plans, and project development operations.

Key Responsibilities:

  • Be a Risk READY safety leader, fostering an integrated safety culture.
  • Oversee the procurement operations for materials, supplies, services, equipment, and equipment rentals, ensuring adherence to budgetary constraints and approved price limits while aligning with the company's strategic goals and key performance indicators (KPIs).
  • Negotiate, draft, and execute procurement contracts with vendors and service providers, while monitoring performance, timelines, and deliverables to mitigate risk, control costs, and ensure supplier accountability.
  • Work closely with Managers, Supervisors, Project Managers and other key stakeholders across operations to understand project-specific needs, provide strategic sourcing solutions, ensure procurement and contract requirements are met efficiently and aligns with operational goals and timelines.
  • Act as the key liaison, when required, between procurement and operations and/or site personnel, ensuring that requisition details are accurately understood, and any discrepancies or clarifications are addressed promptly.
  • Research and evaluate suppliers based on product quality, price, and delivery timelines.
  • Foster and maintain strong, professional relationships with suppliers and vendors to ensure consistent service quality, favorable pricing, and on-time delivery.
  • Proactively manage issues related to incorrect, damaged, or missing shipments by coordinating with suppliers and site teams to resolve problems promptly and minimize operational disruptions.
  • Work closely with the Shop and Fleet Manager to ensure equipment needs for project sites are met efficiently, including sourcing and procurement of any additional machinery or tools.
  • Maintain accurate and up-to-date records of all purchases and inventory levels, ensuring proper tracking and reporting for audits, Key Performance Indicators (KPI’S), financial reviews and compliance with TESC’s standards.
  • Prepare comprehensive procurement reports, including detailed analysis of costs, supplier performance, inventory turnover, and procurement activities, to support management decision-making.
  • Continuously assess opportunities to optimize procurement costs through improved supplier negotiations, alternative sourcing options, and effective contract management.
  • Perform regular audits of procurement activities, ensuring compliance with internal controls, company policies and procedures, and industry regulations. Provide recommendations for process improvements.
  • Develop and track KPIs related to procurement efficiency, cost savings, supplier performance, and delivery timelines. Regularly review and report on these metrics to ensure procurement objectives are met and to drive continuous improvement in procurement processes.
  • Support the broader procurement team with other duties and special projects as required, including strategic sourcing initiatives or vendor performance evaluations.

Job Requirements:

  • Bachelor’s degree in business administration, Supply Chain Management, or related field.
  • Certified Purchasing Professional (CPP) or Certified Supply Chain Professional (SCMP)  preferred.
  • 10 years of experience in procurement or supply chain roles, with at least 3 years in a construction or industrial environment.
  • Demonstrated success in leading and developing a procurement team, including performance management and mentorship.
  • Experience implementing or optimizing procurement strategies, systems, and policies.
  • Proficiency in MS Office 365 Copilot (Excel, Outlook, Word, PowerPoint, SharePoint); experience with Jonas software is an asset.
  • Extensive knowledge and experience with procurement contract types, models, and strategies.
  • Excellent communication, negotiation, and interpersonal skills.
  • Strong organizational skills with attention to detail.
  • Ability to build and maintain professional relationships with internal and external stakeholders and suppliers.
  • Ability to manage multiple priorities under tight deadlines in a fast-paced project-driven environment.
  • Understanding of sustainable procurement, diversity, Indigenous engagement practices, and local content requirements.
